County Office for Kapolei Records

Kapolei sits inside Honolulu County. That means the City and County of Honolulu keeps most local records for Kapolei. The county runs real property records, planning records, police records, and city contract records. Kapolei itself holds many branch offices of these agencies. That means Kapolei residents rarely have to drive to downtown Honolulu for basic records tasks. You can request records in Kapolei or pull them online through county portals.

For the full list of Kapolei county-level records resources, see the Honolulu County public records page. That page lists Oahu-wide records contacts and tools that also cover Kapolei.

The City and County of Honolulu keeps a records index for each agency. Kapolei users can ask any agency for its records log. The City Clerk records office back on King Street holds all City Council meeting records, testimony records, agenda records, and ordinance records. Copies of those records can be mailed to Kapolei on request. Records mailing fees are set by the records clerk.

The Honolulu Police Department keeps Kapolei police records through District 8. District 8 Station is at 1100 Kamokila Boulevard, Kapolei, HI 96707. Phone (808) 723-8400. Kapolei Property Records

Kapolei property records come from the City and County of Honolulu Real Property Assessment Division, or RPAD. Every Kapolei parcel has a Tax Map Key, or TMK, that ties the parcel to tax records, permit records, and map records. Kapolei TMKs start with 9 because the area is in zone 9 of Oahu. Records cover assessed value records, owner records, building sketch records, and exemption records going back to 2001. Data is updated each Monday.

The area is the "Second City" of Oahu and serves as a government and commercial hub for the Leeward side. Kapolei includes many new master planned communities, commercial sites, and resort parcels. Property tax rates vary by classification. Residential rates, hotel rates, and commercial rates all show up in the Kapolei records. Use the qPublic records tool to view full parcel files and plat map records.

Kapolei DPP Planning Records

The Department of Planning and Permitting, or DPP, runs a Kapolei branch that keeps planning records and permit records for the area. Kapolei has seen major new development. Kapolei UIPA Records Request

You can ask any Kapolei or Hawaii agency for public records through a UIPA request under HRS §92F. There is no charge to file a records request. The agency may charge for time to search, review, and redact records, but only up to actual cost. Most small Kapolei records requests are free.

Write your Kapolei records request with a clear, short description of what you need and a date range. A short, specific records request gets a faster reply. Agencies aim to respond to public records requests within ten business days under HRS §92F-11. If the request is complex, the agency may extend the deadline.

Draft and track a Kapolei UIPA request on the Honolulu UIPA records portal. The portal logs each records request by status so you can follow the response. For state agency records requests, visit the Office of Information Practices UIPA page for training and legal opinion records.

Tip: Before you file a Kapolei UIPA records request, check the agency website. Many Honolulu agencies post frequently requested records online and save you the wait.
